অনিন্দ্য বাসাক, কোচবিহার: বর্ষারম্ভতে সোমবার থেকে জল বাড়তে শুরু করেছে কোচবিহারের তোর্সা সহ বিভিন্ন জেলার নদীতে। জল বাড়াতে ভাঙন দেখা দিয়েছে বিভিন্ন স্থানে। জলমগ্ন হয়ে পড়েছে নদীর ও বাঁধের পাড়ে অবস্থিত বেশ কিছু বাড়ি। শহর লাগোয়া ফাঁসিরঘাটে ভাঙন দেখা দিয়েছে জলস্তর বৃদ্ধির কারণে। জলমগ্ন বাড়ি গুলি সরানো হচ্ছে। আতঙ্কিত হয়ে অনেকেই উঠে পড়েছেন বাঁধের ওপর। জলস্তর বৃদ্ধির জন্য আরো নানা জায়গায় ভাঙন সৃষ্টি হচ্ছে যেমন মাথাভাঙা মহাকুমার ধরলা, নন্দী, মানসাই নদীতে। সেচ দপ্তর নজরদারি শুরু করেছে ভাঙন প্রবণ এলাকা গুলি তে।
কোচবিহার জেলা সেচ দপ্তরের একজিকিউটিভ ইঞ্জিনিয়ার অভিজিৎ শিকদার বলেন, তোর্সায় ফাঁসিরঘাট এলাকায় কিছুটা ভাঙন হয়েছে। কিছু মানুষ সেখান থেকে সরে এসেছেন। জেলার অন্যান্য জায়গাতেও কিছু কিছু এলাকায় নদী ভাঙনের খবর এসেছে। তবে নদীগুলিতে জল কমছে। আমরা গোটা পরিস্থিতির উপরে নজর রাখছি।
কোচবিহার পুরসভার ১৬ নম্বর ওয়ার্ডের কো-অর্ডিনেটর তপন ঘোষ বলেন, ফাঁসিরঘাটে বেশ কিছুটা এলাকায় তোর্সায় ভাঙন হয়েছে। নদীর জল বেড়ে বাঁধের ওপাড়ের কিছু বাড়িতে এদিন জল ঢুকেছে। অনেকেই নদী পাড় থেকে সরে এসেছেন। আমরা সবটা প্রশাসনকে জানিয়েছি।
মাথাভাঙা মহাকুমা সেচ দপ্তরের একজিকিউটিভ ইঞ্জিনিয়ার বিভাসবন্ধু ভট্টাচার্য বলেন, মানসাই নদীত হলুদ সংকেত জারি রয়েছে। অন্য নদীর জল ও রাতে বেড়েছিল। তবে সকাল থেকে বৃষ্টি না হওয়ায় জল কিছুটা কমেছে। অসংরক্ষিত এলাকায় ভাঙন রয়েছে। আমরা পরিস্থিতির উপরে নজর রাখছি।
তোর্সা নদীর রানিবাগান, ফাঁসিরঘাট ইত্যাদি এলাকায় নদীর ধারে বসবাসকারীদের জলমগ্ন হতে হয় প্রতি বছর বর্ষাকালে। ফাঁসিরঘাটে তোর্সার জল বেড়ে যাওয়ায় কয়েকদিন আগেও জল উঠেছিল। তোর্সার জল বাড়ার কারণে সোমবার থেকে তাঁরা আবার সমস্যার সম্মুখীন হয় একদিকে এলাকায় জলমগ্ন আবার অন্যদিকে ভাঙনের সমস্যা। এর জন্য স্থানীয় বাসিন্দারা আতঙ্কিত হয়ে পড়েন। রাত কাটতে না কাটতেই বাঁধের ওপর অনেক বাসিন্দাই টিন ও বেড়ার বাড়িগুলো খুলে নিয়ে আসেন। তবে আবার বিকেলের দিকে জল কমতে শুরু হয়।
মাথাভাঙা-১ ব্লকের কেদারহাটের জোড়াশিমূলি, হাজারহাট-১’র কুড়াপোঁতা, দইডাঙি, জোড়াপাটকির নেন্দার পাড়, বোচাগাড়ি, শিবপুর এলাকায় শুরু হয়েছে ভাঙন। এছাড়াও ব্যপক ভাঙন হচ্ছে মাথাভাঙা-২ ব্লকের ফুলবাড়ী, পাড়ডুবি, নিশিগঞ্জ, কোদালধোওয়া, শীতলকুচির ভাঐরথানা এবং ছোট শালবাড়ি এলাকার বেশ কিছু জায়গায়। নজরদারি চলছে সেচ দপ্তরের তরফ থেকে। পরিস্থিতির কারণে নদীপাড় সংলগ্ন বাসিন্দারা চিন্তিত রয়েছেন।

The people of Kochbihar are terrified as a result of the demolition in Torsa
Kochbihar, June 18, 2021: – The water level in the rivers of different districts including Torsa of Kochbihar has started rising from Monday at the beginning of the monsoon. Erosion has occurred in different places to increase the water. Several houses on the banks of rivers and dams have been submerged. Erosion has occurred at the gallows adjacent to the city due to rising water level. The submerged house is being shot. Many people have climbed on the dam in panic. Erosion is taking place in various places like Mathabhanga Mahakumar Dharla, Nandi, Mansai rivers to increase the water level. The Irrigation Department has started monitoring the erosion prone areas.
Abhijit Sikder, executive engineer of the Kochbihar district irrigation department, said there was some erosion in the Phansirghat area in Torsa. Some people have moved away from there. There have also been reports of river erosion in some areas in other parts of the district. However, the water in the rivers is decreasing. We are keeping an eye on the whole situation.
Tapan Ghosh, co-ordinator of Kochbihar municipality’s 17th ward, said there was a breakdown in Torsa in several areas of Phansirghat. Some houses on the other side of the dam have been flooded. Many have moved away from the river bank. We have informed the administration.
Vibhasbandhu Bhattacharya, executive engineer of the Mathabhanga sub-divisional irrigation department, said the yellow signal on the Mansai river was continuing. The water of the other river also rose at night. However, since it has not rained since morning, the water has decreased a bit. There is erosion in unprotected areas. We are monitoring the situation.
Residents of Ranibagan, Phansirghat, etc. of the river Torsa have to be submerged during the monsoon every year. The water level in the gallows had risen a few days ago due to rising Torsa water. Due to the rising water level in Torsa, they have been facing problems since Monday. The locals panicked for this. Many residents on the embankment opened the tin and fence houses before spending the night. However, the water started receding in the afternoon.
Erosion has started in Jorashimuli of Kedarhat of Mathabhanga-1 block, Kuraponta of Hazarhat-1, Daidangi, Nender Par of Jorapatki, Bochagari and Shibpur areas. Extensive erosion is also taking place in Phulbari, Pardubi, Nishiganj, Kodaldhowa, Bhirthana of Shitalkuchi and Chhota Shalbari in Mathabhanga-2 block. Surveillance is going on by the Irrigation Department. Residents along the river bank are worried about the situation.
